The end goal I think of is to have a spreadsheet interface to define input variables. The limitation of doing this in code comes about when you want to define a number of scenarios for each input (like a table where rows are inputs and columns are scenarios for each input). One could dó that with á dictionary of Iists but this is not the bést for reading ánd editing safely.
